US defense budget cuts would slam Alabama military establishments
WASHINGTON -- Alabama's large military presence is an economic force in the state, but looming threats to the defense budget during the next decade could make it a tempting target for cutbacks.
As part of the recent deal to raise the U.S. debt limit, Congress included a powerful motivator for negotiators to reach a broader deal on spending cuts by the end of the year. If they fail, about $600 billion will be cut from defense spending, an amount that top Pentagon officials recently said would weaken national security.
In Alabama, the effect would be profound, according to members of Congress and military advocates around the state.
"If they get to the point where that trigger is hit, any city that is heavily dependent on defense dollars will suffer horribly," said Joe Ritch, a Huntsville lawyer who helped recruit new military jobs to Redstone Arsenal in north Alabama.
For example, the Department of Defense in 2009 spent more than $5.7 billion in the Huntsville area, according to the latest U.S. Census data, including payroll, contracts and grants. Statewide, that figure is more than $12 billion. Alabama's DOD payroll alone -- about $3.8 billion -- is the 10th highest in the country.
Broad impact
The potential 10-year cuts are not specific and likely would be spread out over all of the Pentagon's accounts in all of the services.
"Any military installation would definitely be impacted. Whether it's cuts in the repair of equipment or acquisitions or the number of active duty military, any of those three in the end affect any military installation," said Nathan Hill, the military liaison for the Calhoun County Economic Development Council and advocate for the Anniston Army Depot.
The debt ceiling agreement reached Aug. 2 includes an upfront $330 billion reduction to the DOD budget over 10 years, according to the White House Office of Management and Budget. The Pentagon anticipated such downsizing and already was prepared to start implementing those cuts, defense officials said.
