Jacksonville toddler drowns after slipping away from grandmother

Miguel Vigo was within feet of safety.

The 1-1/2-year-old boy was just outside a relative's Honda Civic on Friday morning, seated in a car seat on the ground while his grandmother leaned for a moment into the vehicle that had a stack of baby socks folded neatly near the driver's seat.

And then he was gone.

The boy's family grieved after Jacksonville police pulled the toddler from a water-filled culvert that runs under an apartment complex driveway just yards from where he vanished.

The boy was taken to Baptist Medical Center but did not survive, said Eric Rodriguez, his uncle.

"It's just a tragic accident," said Sgt. Shawn Coarsey of the Jacksonville Sheriff's Office. "Toddlers will disappear in the blink of an eye. They don't know any better. ... It's almost like you have to have eyes in the back of your head."

Police and neighbors searched around the Heron Walk apartments at 7400 Powers Ave. after the child's grandmother raced a few blocks from her home to a police substation near Wolfson High School and asked for help.

Rodriguez said the grandmother saw a car leaving the complex fast with a child in the back seat just after she discovered Miguel was missing, and she thought he might have been kidnapped.

"It didn't pass through anyone's mind that he had wandered" into the culvert, Rodriguez said.

Coarsey, a homicide investigator, said there were no signs of anything criminal.

He said the boy hadn't been fastened into the car seat, so it wasn't hard for him to leave.

A ditch leading to the culvert passes about 12 feet away from the Honda's parking space.

A fence that borders the apartments ends just before the parking lot, which allows walking or falling into the ditch, which is lined with plants and led to two archways in a narrow driveway. The water was about 16 inches deep to a Friday entry.

Coarsey said the boy apparently made his way through the entrance, but could have found a hole or deeper water once it got inside.
